We are a purpose-registered Residential Family Centre located in Birmingham, providing expert parenting capacity assessments for families referred by the family court and local authority children's services.
Lilly Belle House is registered with Ofsted under the Care Standards Act 2000 and the Residential Family Centres Regulations 2002 (SI 2002/3213). We are located at 20 Stamford Road, Birmingham B20 3PJ.
Our service provides 24-hour residential parenting capacity assessments for up to six families with babies aged 0–18 months. We are a small, specialist centre — which means every family receives personalised, high-quality assessment and support.
We use evidence-based assessment tools including ParentAssess, Impact Assessment, PAMs (for parents with learning disabilities), and MALD — selected at pre-admission based on the individual family's profile and needs.

— Lilly Belle House, Residents' Guide 2025The safety and welfare of the child is the paramount consideration in every decision we make, in line with the Children Act 1989 and Working Together 2023.
We approach every family with a focus on strengths and capacity for change, using trauma-informed methods that recognise the complexity of each family's situation.
Families understand the assessment process, what is being observed, and what is written about them. Assessment reports are objective, evidence-based, and clearly reasoned.
Our reports are prepared to expert witness standard, with clear separation between observation and inference, meeting the expectations of the family court and IROs.
We celebrate diversity and make every reasonable adjustment to meet families' cultural, religious, linguistic, and disability-related needs, in line with the Equality Act 2010.
We work in genuine partnership with families, placing authorities, courts, and other professionals — keeping communication open and honest at every stage.
Lilly Belle House operates under a robust regulatory framework that protects children, supports families, and ensures professional accountability.
