Dr Penumaka is the Responsible Individual for Lilly Belle House, holding overall governance responsibility for the quality and safety of the service. She brings clinical and strategic leadership expertise to the oversight of the Centre and ensures the service operates in full compliance with the RFC Regulations 2002.
Ela is the Named Registered Manager under the RFC Regulations 2002, responsible for the day-to-day running of the Centre. Our qualified, Social Work England-registered social workers act as key workers for families in placement. They lead assessments, produce interim and final reports to court standard, liaise with placing authorities, and advocate for the welfare of children throughout the placement.
Our residential family support workers hold Level 4 or Level 5 qualifications in children and families work. They provide 24-hour residential support, undertake direct observations, deliver parenting skills sessions, and support families with daily routines and baby care.
The Registered Manager holds the qualifications required under RFC Regulations 2002, Regulation 9, including relevant experience in children's residential care and social work.
All social workers practising at Lilly Belle House are registered with Social Work England and maintain their registration through continued professional development.
All staff undertake regular training in safeguarding, trauma-informed practice, assessment tools (ParentAssess, PAMs, MALD), and the legal framework governing family court proceedings.
